Pursuant to Article 109 of the Law on Games of Chance (“Official Gazette of the Republic of Serbia”, No. 18/2020), the provisions of the Regulation on Detailed Conditions, i.e. the Content of the Rules of Games of Chance (“Official Gazette of the Republic of Serbia”, No. 129/04), the Regulation on Types of Games of Chance – Catalog of Games of Chance (“Official Gazette of the Republic of Serbia”, No. 75/13), Articles of Incorporation of DOO “PIONIR INTERNACIONAL” ZA PROIZVODNJU, PROMET I USLUGE NOVI SAD, with its registered seat in Novi Sad, 3/X, Narodnih heroja Str. and Decision of the Director of the Company number 1836/20 dated November 23, 2020, on organizing games of chance through the means of electronic communication, on November 23, 2020, the Director of the Company DOO “PIONIR INTERNACIONAL” Novi Sad, adopts the following:
RULES OF ORGANIZING SPECIAL GAMES OF CHANCE THROUGH THE MEANS OF ELECTRONIC COMMUNICATION
BASIC PROVISIONS
Article 1
These Rules shall regulate the organization of special games of chance through the means of electronic communication and contain, in addition to the elements determined by the Law, provisions on organizing games, requirements to be met in order to participate in these games, prize fund, announcement of game results, informing participants about game rules, registration requirements and player registration procedure, opening, accessing and closing the player’s account, responsibility of the Bookmaker, discretion and intellectual property rights, as well as provisions on other issues relevant to organizing games through the means of electronic communication.
Participation in games through the means of electronic communication with the Bookmaker is not allowed if it is contrary to these Rules, legal regulations and general moral principles.
The section headings in these Rules are given for reference only and may not be used to interpret the rules.
The Bookmaker is advertised in the electronic media under the brand name of “merkurxtip”.
Article 2
These Rules on Organizing Special Games of Chance through the Means of Electronic Communication (hereinafter referred to as: the Rules) shall determine and govern the contractual relations between DOO “PIONIR INTERNACIONAL” ZA PROIZVODNJU, PROMET I USLUGE NOVI SAD, with its registered office in Novi Sad, 3/X, Narodnih heroja Str., TIN 101244407, as the Bookmaker of the game (hereinafter referred to as: the Bookmaker) and any natural person registered as a participant in the games (hereinafter referred to as: the Participant).
The contractual relationship between the Bookmaker and the Participant shall enter into force upon conclusion of the registration, based on which the Participant accepts these Rules. This contractual relationship is concluded for an indefinite period of time and may be terminated by either Party.
These Rules are binding on the Bookmaker and the Participant and they are both obliged to fully comply with them.
Article 3
These Rules, laws and bylaws governing the field of games of chance, shall form the entire legal framework for organizing and participating in special games of chance through the means of electronic communication. When organizing special games of chance through the means of electronic communication, the Bookmaker undertakes to ensure the implementation of all rules of social responsibility and responsible play in accordance with the law, especially in relation to the protection of minors, prevention of addiction in participants in the game, protection of personal data of participants, prevention of money laundering and terrorist financing.
DEFINITION OF TERMS
Article 4
Certain terms used in these Rules shall have the following meaning:
- Participant: a participant or player is a natural person who, after the prescribed registration procedure, participates in games of chance through the means of electronic communication.
- Bookmaker: Bookmaker of games of chance through the means of electronic communication.
- Gaming devices: are means of electronic communication of the Bookmaker and the Participant, through which the Participant can independently, without direct presence of the Bookmaker’s representative, participate in the games under these Rules.
- Username: is a unique name (string of characters) based on which the system registers the Participant, and combined with the password, it is used to access the system of organizing games of chance.
- Password: is a combination of alphanumeric characters known exclusively to the Participant and is used to verify the identity of the Participant when accessing and using the system of organizing games of chance.
- User account: : is a personal electronic account of each individual participant in games of chance through the means of electronic communication created on the Bookmaker’s application during participant registration, with access protected by username and password, used for recording any financial transaction and overview of games played.
- Gaming account: is a unique virtual user account assigned by the Bookmaker in the central system of organizing games of chance. All financial and gaming transactions are recorded within this virtual account.
- Current account: is a unique bank account of the Participant to which payments are made from the funds available in their user account.
- Session: is a set of activities and communications taking place between an authorized player and a gaming system in the time interval between logging in to the system and logging out.
- Customer service: is a participant support service provided by the Bookmaker in accordance with the instructions available on the gaming application.
- Bonuses and Free bets: are means intended for the promotion of games awarded by the Bookmaker. These can be paid out (or transferred to the basic account) only if the player meets the requirements set in advance by the Bookmaker. The Bookmaker reserves the right to change the requirements for bonuses and free bets or to cancel them completely. Should the Bookmaker assess that there has been an abuse of bonuses and free bets, the Bookmaker reserves the right to adjust such transaction or to completely cancel such bonus and free bet to the player.
PARTICIPANT REGISTRATION
Article 5
Only an adult who has unique person identification number (UPIN) and an active e-mail address can register.
The Bookmaker shall have the right to request proof of the player’s age at any time, as well as to check the information obtained at any time. Accounts may be blocked in case such documentation is not sent to the Bookmaker in time or if the documentation submitted is considered inadmissible.
Pursuant to Article 6 and 68 hereof, it is considered that any Participant registered with the system has concluded an agreement with the Bookmaker upon access to participate in all types of games with the Bookmaker, thus accepting these Rules. Accordingly, such Participant becomes subject to a contractual obligation which implies that without their further consent their personal data listed in Article 6 of these Rules may be processed and stored for the purpose of fulfillment of the Bookmaker’s obligations determined by the applicable Law on Protection of Personal Data.
Article 6
Registration of participants is the process of downloading and storing data about the Participant in the information system of the Bookmaker in accordance with the Law.
In the registration process, the Participant is obliged to truthfully and accurately fill in the following information in the following two phases:
First phase
Account creation details: e-mail address, password, acceptance of the Rules on organizing games of chance through the means of electronic communication and General Terms and Conditions of Use.
Second phase
Data for participation in the game are: name, surname, nickname, country, UPIN or passport number, date of birth, sex, phone, street, house number, city, check mark to confirm that the Participant is over 18 years of age.
Should the Participant fail to accept these Rules, they may not register.
Having entered the data required under the “first phase” and accepted the Rules, the Participant receives an activation e-mail from the Bookmaker and by clicking on the link confirms that the e-mail address given is valid.
Only after confirming the link provided in the activation e-mail can the Participant log in to the Bookmaker’s information system for the first time.
Any Participant who wants to access the game is obliged to accurately fill in the data required under the “second phase” and the Statement of Official Status.
The Bookmaker is obliged to check the accuracy of the presented data, especially whether the Participant is of legal age.
A proof of identity shall be submitted for account verification: a photo of the passport or ID card (both sides in case of a chipless document or a read copy of the ID card in case of a chip document) and a selfie photo.
If it turns out that the abovementioned requirements for registration are not met or cannot be met, or that the information provided is not or is no longer correct / true / complete / updated, the Bookmaker reserves the right to refuse to open and the right to close the Player’s account.
Minors are not allowed to participate in any special games of chance over the Internet, and only natural persons over the age of 18 may create a personal account on the Bookmaker’s website.
Upon successful completion of the verification process, the Participant can access any game through the means of electronic communication.
Article 7
The Participant can register only one user account on the Bookmaker’s website. Accordingly, in case of registration of two or more accounts, the Bookmaker reserves the right to immediately terminate those user accounts and cancel all games and transactions realized from such accounts.
The registration of any user account on the Bookmaker’s website shall mean that the Participant is fully informed of these Rules, and that they have accepted them in full and unconditionally:
- all requirements for participation in games of chance through the means of electronic communication;
- measures to protect the privacy of Participants applied by the Bookmaker;
- the Bookmaker’s right to cancel certain transactions or suspend user account in case it establishes any violation of these Rules by the Participant;
- the Bookmaker’s right to process and store personal data of the Participant when this is prescribed by the applicable Law on Protection of Personal Data.
USE AND CONTROL OF USER ACCOUNT
Article 8
The Participant is allowed to open and use only one user account, which can be accessed only by entering correct username and password.
The Participant is obliged to keep their username and password and bears all responsibility for material and immaterial consequences of using their user account as well as for its misuse by unauthorized persons due to their own negligence.
The Participant hereby undertakes not to use the means of electronic communication to play games of chance in a manner that is not in accordance with legal regulations of the Republic of Serbia and these Rules, as well as not to act on behalf of another person, pay funds acquired through criminal or other illegal activities and pay funds into current account for the use of which they are not authorized.
The Participant hereby undertakes to immediately notify the Bookmaker to the official contact e-mail address in case of any unauthorized use of their password or in case of any other security breach.
In the event that the data registered on the account in the Bookmaker’s database is incorrect, the Bookmaker shall reserve the right to suspend all current games, block or close the account and suspend all payments until it determines that the data are valid.
Upon completion of the registration process, user account through which all money transactions take place is opened automatically and free of charge.
Article 9
The application provides the Participant with access to an overview of all transactions on their user account, payments and withdrawals with the exact time of realization, method of payment and withdrawal and the amount and status, as well as any restrictions per transaction. This application is used for requests for electronic payment of funds into and requests for payment of funds from the user account.
The Participant is obliged to check the balance of their user account upon each logging into the Bookmaker’s application. In case of any discrepancy between the balance of their user account and the Participant’s records of transactions, the Participant is obliged to inform the Bookmaker without delay in order to harmonize the balance and take any necessary protective measures.
Article 10
The use of the account by the Participant is limited exclusively to their participation in online games of chance available on the Bookmaker’s Site and excludes any other use, in particular the use of it as a bank account.
Any funds intended for gaming can be paid by the Participant to their user account: by supported bank cards, via standard or internet bank payment.
The Participant disposes of the funds paid after these are recorded on the Participant’s user account.
When paying by supported bank cards, the Bookmaker does not collect any card details, but only records realized and non-realized transactions by card type and payment amount.
The Bookmaker shall reserve the right to request any information or documents it deems necessary in order to verify payments and withdrawals of money.
Once the Participant’s request is verified, payments made by credit card or other payment method will be realized immediately, unless there are some technical issues.
Article 11
Before paying for the game, the Participant must have funds available in their account.
By confirming the payment for the game, the Participant confirms their participation in the game.
This payment is recorded as a financial transaction that reduces the balance of the Participant’s user account, and once the game payment has been made, it cannot be canceled.
Article 12
The application registers each win of the Participant in their user account, whereas in case of betting, the application registers each win upon confirmation of the final result of the event being the subject of betting.
The Bookmaker shall reserve the right to correct financial transaction of incorrectly paid winnings to the Participant’s user account if such payment was made due to a technical error or incorrectly recorded result, and then to return any incorrectly recorded funds.
Article 13
Only available funds can be paid from the Participant’s user account.
Winnings are recorded in the funds available for payment, and payment is made at the request of the Participant from their user account into their current account.
If the Participant wants the funds from their user account to be paid into their current account, they are obliged to enter the exact number of the current account to which they want to be paid in the registration field on their user account before submitting the request for payment.
Participants are required to enter only their own current account number in the registration field, i.e. it is forbidden to enter other people’s current account numbers.
At the request of the Bookmaker, the Participant is obliged to submit proof of ownership on the current account, while the Bookmaker is authorized to check the match between the current account and the identity of the participant in another way.
In case of non-fulfillment of the obligation of the Participant from the previous paragraph of this Article, the Bookmaker shall have the right to reject such request for transfer of funds.
The Bookmaker does not bear any responsibility in case of error made by the Participant when entering the current account number or due to an error for which the bank through which the funds are transferred is responsible.
The Participant can change their current account during the validity of their user account, but is obliged to inform the Bookmaker so that their current account could be changed. The Participant can pay out the winnings to only one current account. Multiple players may not use the same current account.
The Participant can have at any time only one active current account to which funds will be transferred. The Participant can update their current account no more than 3 (three) times during the calendar month.
As of the submission of request for payment to the Participant’s current account, the requested funds for payment are reserved on the Participant’s user account and the Participant may not dispose of these funds until the realization of transfer of funds to their current account, while transfer of funds from user account to the Participant’s current account is realized at the moment of confirmation by the bank that the transfer of funds has been made.
The period of reservation of the Participant’s funds described in the previous paragraph, i.e. the period of transfer of funds from the submission of the Participant’s request to the transfer to their current account, depends exclusively on the bank through which the funds are transferred and the Bookmaker does not bear any responsibility for the duration of transfer of funds.
The details of the Participant’s current account are used exclusively for the payment of winnings.
The Bookmaker has no possibility of disposing of funds on the Participant’s current account.
Article 14
The Bookmaker’s application provides the Participant with an overview and the possibility of changing user account settings through the following options: change of data (personal data), personal restrictions of the Participant and self-exclusion of the Participant.
During each data change, the Bookmaker will send the Participant an e-mail with a notification of the recorded change and a link to activate such change if necessary.
The Participant is responsible for all transactions made through their user account and any person who presents themself through the means of electronic communication by entering valid username and password is considered credible, and the Bookmaker shall consider all financial transactions made in this way valid and will not accept any requests for cancellation of transactions under no circumstances.
Article 15
User data includes personal data of the Participant and data for participation in the game provided during registration or their subsequent change.
In the event of any change in user data, the Participant is obliged to notify the Bookmaker without delay using the Bookmaker’s application, otherwise they are liable for any omission or damage caused by failure to notify the Bookmaker.
In case the Participant forgets the password and asks to change it, the Bookmaker shall send an e-mail with a link to enter a new password.
The Bookmaker shall reserve the right to require from the Participant to change their password if it considers that such password is no longer secure enough.
Article 16
Within the framework of legal regulations and its social responsibility for organizing games of chance, the Bookmaker undertakes to implement measures and standards to protect Participants from excessive playing.
Only adults are allowed to participate in games of chance. Self-exclusion forms are available to the Participant for a selected period of time or permanently. The Bookmaker’s website provides a text about responsible organizing of games of chance, advice from the Pathological and Excessive Gambling Department in order to reduce the risk of addiction, the procedure of registration and enrollment in the list of those who are banned from gambling, as well as contact details of institutions dealing with addiction.
Minors and all employees of the Bookmaker are prohibited from opening user accounts and participating in any games under these Rules.
The Bookmaker acts socially responsibly in organizing games of chance through the means of electronic communication, taking special care of the protection of minors, prevention of addiction among Participants in games of chance, protection of personal data of the Participant and prevention of money laundering and terrorist financing.
Article 17
The Bookmaker’s application allows the Participant to set personal limits of the game, the amount to be paid or the allowed loss for a certain period of time specified by the Participant, which may not be longer than 30 days.
After the expiration of the time period of the personal restriction set by the Participant, the same continues for the next period in the same duration, unless the Participant changes or removes such restriction.
The allowable payment amount for games represents the highest possible total amount of all paid games in a given time period.
The allowable amount of loss represents the highest possible total amount of loss the Participant may suffer in a given time period.
Article 18
The Bookmaker’s application provides the Participant with the possibility of personal exclusion from the game for a certain period of time or permanently.
During the self-exclusion period, the Participant will be able to manage their user account to a limited extent, i.e. they will not be able to pay for the games.
The winnings from the games paid before and realized during the period of self-exclusion, will be recorded on the user account of the Participant.
Article 19
The Bookmaker’s application provides the Participant with a history of transactions with the amount of payments and realized profits in the last month, and by selecting the status or time period on the Bookmaker’s application, the Participant may filter data from their history.
The Bookmaker will provide the Participant with an overview of details of each payment transaction.
Article 20
The Bookmaker has the right to temporarily restrict disposal of the Participant’s user account or completely suspend such disposal if it finds non-compliance with the conditions of Article 5 under these Rules, as well as in any other case provided by these Rules or rules of individual games, and applicable legal regulations.
The above temporary restriction on disposal or complete suspension of disposal of the Participant’s user account will be lifted when the reasons for the implementation thereof cease to exist.
Article 21
Closing user accounts shall mean excluding the Participant from the Bookmaker’s system.
The request for closing the user account can be submitted by the Participant exclusively in writing at any time without stating the reasons, and user account can be closed only after the deadline for payment of already paid games.
The procedure of closing user accounts implies that the Participant is provided with the funds for payment and paid funds in accordance with these Rules, and once the user account is closed, the Participant can reopen it only with a written request.
The Bookmaker reserves the right to close the user account of the Participant if they do not meet the conditions prescribed by these Rules or if they do not comply with other applicable legal regulations.
If the payments made are not used for the services offered by the Bookmaker, i.e. for participation in special games of chance through the means of electronic communication, the Bookmaker has the right to close the user account in case of suspicion of abuse.
Article 22
The Bookmaker will post on its website notifications about changes in the functionality of the user account and applications.
The Bookmaker reserves the right to directly contact the Participant in cases relevant for their personal use of the Bookmaker’s application, but if due to the Participant’s omission such notification cannot be sent and it is published on the Bookmaker’s website or their user account, such notification will be considered duly submitted.
Article 23
The Participant accepts these Rules on the Bookmaker’s website during the registration procedure.
The acceptance of these Rules by the Participant is recorded within the user data of each registered Participant.
By accepting these Rules, the Participant confirms their consent to collect data from Article 6 hereof and their processing for the purpose of participation in games of chance through the means of electronic communication.
Failure by the Participant to accept these Rule shall mean that they give up registration in the Bookmaker’s system.
PARTICIPATION IN GAMES – General Guidelines
Article 24
Information
Participation in the games is exclusively remote and is done through the Site using the Participant’s username and password.
The Site can be accessed with any computer equipment, in particular a PC, mobile phone or any other device with Internet connection. Some games may require you to download certain gaming software.
In order to connect to the Site, the Participant understands and accepts that they must have adequate hardware and software equipment, as well as Internet connection compatible with the conditions of providing game services offered by the Site.
Games
The Participant participates in the game by making a payment from their user account in the amount corresponding to one of the proposed bets. The Participant has a free choice of bets for each game within the minimum and maximum determined by the Bookmaker. Any bet payment is immediately recorded as a financial transaction reducing the balance on the Player’s account.
If the User Account does not have sufficient funds for the selected bet, the Participant may not be able to participate in the game of their choice.
Each game offered by the Bookmaker on its website for betting and other games under these Rules are accompanied by the name of such game and a written and audio notice instructing the Participants on how to play (odds, start of the game, events during the game, end of the game, etc.)
The method of announcing the winnings is such that the game itself shows whether the Participant has made any winning in cash – credits and its amount; winnings will be immediately recorded in the User Account.
Should the Participant interrupt the game in progress, i.e. before it is over, they lose the chance for a possible win. If the game is interrupted before the end due to technical problems, the Participant must immediately contact the Customer Service. The Bookmaker will analyze the course of the game and the resulting technical problem, and then write a technical report taking into account the applicable rules of the game. The technical report of the course of the given game will be the only evidence to be taken into account when assessing the loss or gain.
The instructions related to the Games offered by the Bookmaker are subject to special terms and conditions of use available for each game.
Bonus
The Bookmaker prescribes the conditions for using certain marketing bonuses. The Bookmaker undertakes to accurately prescribe the conditions to be met by the Participant in order to receive a particular marketing bonus before awarding any bonus and will publish such conditions on its website, social networks or in any other appropriate manner. These marketing bonuses are limited so that one player could only get one same bonus. In the event that a player receives several bonuses because he or she contrary to these Rules has several open accounts, the Bookmaker shall have the right to deny the bonus to the Player and to close all accounts of this Player.
The marketing bonuses received from the Bookmaker can only be used as a bet for the games of chance offered on the site and cannot be paid out. The payment of bonus winnings will not be made until the Player has invested them at least as many times as specified in the terms of use of specific bonuses.
In case of any abuse, the Bookmaker reserves the right to terminate marketing actions and deny marketing bonuses to individual or all players.
BETTING – Game Description
Article 25
These provisions regulate the organization of betting as a special game of chance through the means of electronic communication (hereinafter referred to as: betting) and they contain provisions on the organization of betting, conditions for participation in betting, price of one combination, deadline for receipt of payments, prize pool, publication of game results, the deadline for payment of winnings, informing the Participants about the rules of betting, the procedure in case of cancellation or change in the time of the event offered, the responsibility of the Bookmaker, trade secret, as well as other issues relevant to the organization of betting.
The Bookmaker determines sports and other events and betting quotas in advance, while the Participant freely chooses the signs (types) for marking the outcome of the offered sports or any other event or group of events on the electronic form for participation in the game through the means of electronic communication. Betting is organized continuously and daily, depending on the offer of events. The date and time of sports or other event shown in the betting offer in electronic form, as well as other data from the betting offer, are subject to change until the start of receipt of the betting payment. The time specified on official sources of information is taken as the beginning of sports or other event.
The Participant can bet before the start of any sports or other event or during the event itself (live betting).
Article 26
The provisions of these Rules shall apply to all bets, which can be organized in group and individual sports disciplines and in various other events, which by their nature can be the subject of betting.
The Bookmaker has the right to publish and change the betting offer on a daily basis, with new events or with changes in the odds.
The Participant may bet in the manner specified in these Rules on the following:
- results of individual or group sports events;
- a specific event during any sporting competition (number of goals scored, correct result, number of goals at half time and at the end of the match, who will score the first goal, which player will be the top scorer, half with more goals scored, who scores more or fewer goals, etc.);
- results in classic (e.g. whether correct combination of seven numbers will be drawn in the Lottery (Lotto) game, the number of winners with correct combination of seven numbers, etc.), special and fun games;
- success of candidates in elections;
- dog, horse and other animal races;
- entertaining competitions (Eurovision, Oscar, Golden Globe, etc.);
- virtual events that are computer-generated uncertain events and whose outcome is determined by a random number generator (virtual football, virtual tennis, virtual betting on numbers, virtual dog and horse races, etc.);
- other events offered by the Bookmaker on its website, which are random by their nature, i.e. with an outcome which is not known in advance, etc.
The following text describes different types of betting offered by the Bookmaker for the Participants, which are in accordance with the applicable Law on Games of Chance of the Republic of Serbia.
Article 27
The events referred to in Article 26 of these Rules which are the subject of betting for a certain period of time, or round, are published by the Bookmaker on its website along with initial odds, betting instructions, any special conditions for specific betting and other information facilitating participation in betting.
Any data in the program list of sports and other events offered for betting are subject to change until the beginning of receipt of payment for betting.
DEFINITION OF TERMS
Article 28
Certain terms used in these Rules shall have the following meaning:
Host: the team or competitor listed first on the offer list (mark 1) – does not have to be the actual host of the event, in case of playing on neutral ground.
Guest: the team or competitor listed second on the offer list (mark 2) – does not have to be the actual guest of the event, in case of playing on neutral ground.
Event: an event is any future uncertain event with a measurable outcome.
Betting: an investment, the payment of money on forecasting the outcome of an event for which betting can be organized in accordance with the law.
Offer: a list of events and their outcomes with odds published on the website, proposed by the betting Bookmaker.
Bet: a payment or investment is a monetary amount invested in local currency paid by the Participant to the Bookmaker, forecasting the outcome of the event.
Outcome: the result of an event for which betting can be organized in accordance with the law, with profit coefficient determined by the company.
Gross profit: the total profit of the Participant as a result of betting, including the stake.
Net profit – earnings: the amount earned by the Participant on betting; gross profit minus stake.
Obvious error: any obvious inaccuracy in the offer related to the event itself that can be accurately and completely checked, determined and proven, and is related to: odds, handicap, set limits, incorrectly stated pair, unauthorized combination, Participants, time and place of matches, or events, inability to check the accuracy of the betting results, typographical errors in the offer or any other obvious reason affecting the betting correctness, as assessed by the Bookmaker.
Ante-Post betting: jis betting on events taking place more than 15 days after the day of placing the bet, i.e. making the payment.
Return: return of the stake to the Participant in case of invalid betting, for any reason.
Invalid betting: a situation where instead of the odds written on the bet slip, odds of 1.00 are calculated (e.g. postponed match, canceled match, wrong pair, etc.).
Joint betting: : a series of the same or similar bet slips played on the same calendar day on the website by several Participants that have joined in order to avoid the restrictions set by these Rules, as suspected by the Bookmaker.
Favorite: a team or competitor which, in the opinion of the Bookmaker, has a better chance of winning (the odds of the favorite winning are lower).
Outsider: a team or competitor which, in the opinion of the Bookmaker, has a lower chance of winning (the odds of an outsider winning are higher).
Article 29
The following signs and codes are used in betting: “1”, “X”, “2” and double signs: “1 or X”, “1 or 2” and “X or 2”.
A “1” sign shall mean that the first-listed team will win, an “X” sign shall mean that the match will end in a draw, while a “2” sign shall mean that the second-listed team shall win the match.
“Double signs” are signs that simultaneously indicate two results: the sign “1 or X” shall mean that the home team will win or the match will end in a draw, the sign “1 or 2” shall mean that the home or guest team will win and the sign “X or 2” shall mean that the match will end in a draw or the guest team will win.
For specific types of betting, numerical values from “0” to “9”, characters “M” or “V” or a combination of those may be used, as specified by the Bookmaker in the list of sporting events.
“Combination” consists of a series of betting signs from paragraphs 1, 2, 3 and 4 of this Article. The number of characters in a series making up a single combination may range from the minimum to the maximum number of sporting or other events specified by the Bookmaker for betting out of the total number of offered sporting or other events from the betting list, chosen by the Participant.
“System” is a special way of creating (increasing) a number of betting combinations and allows the Player to increase the total number of betting combinations by creating groups of events.
“Fix” is a label used when playing the system, to indicate a specific event that will be included in all combinations chosen by the Player.
“Odds” is a decimal that is predefined by the Bookmaker for each sporting event that is the subject of betting and is used to calculate the amount of winnings.
Odds may be defined for each sporting event separately, as part of a single combination, or for the entire combination, or for all sporting or other events that make up such combination. In case odds are defined for each sporting or other event individually, the total ratio per combination is obtained by multiplying the odds of all individual sporting or other events.
The valid odds in prematch betting as well as in live betting are exclusively the ones on the paid bet slip (e-slip). If there is any difference in numerical value between the odds seen on the platform where the odds for live betting are given and the odds seen on the bet slip (e-slip), the odds on the paid bet slip are valid.
“Participation multiplier” is a number the Participant may set against an added charge, defining the number of times their combination will be included in the game, i.e. by how many times their winnings will increase.
“Handicap” is an advantage in goals (points, percentages or other values related to the event that is the subject of betting) given by the Bookmaker in advance to a competitor from the list of sports betting events. Handicap always refers to the first-listed competitor.
“Double chance” ” is the use of double signs when predicting the final outcome, which does not increase the number of combinations played and with special odds given in the list of sporting events.
“Mix” shall mean a combination of two or more sporting events referred to in Article 6 of these Rules, provided that the minimum requirements for combinations of games specified by the Bookmaker in the list of sporting events are met.
“The winning combination” is the one that does not have any missed guess, provided that it is not an invalid betting, in which case the Bookmaker is not obliged to pay net profit – earnings, but is obliged to make only the return of the stakes.
Article 30
The Bookmaker has the right to set limits: minimum payments, maximum payments, maximum payouts and maximum odds per bet slip.
The individual price of a betting combination is 2.00 dinars.
The minimum amount the Participant can invest in betting is 20.00 dinars.
The maximum amount winnings that may be paid out to the Participant in Sports betting and Live betting is 10,000,000.00 dinars.
The maximum amount winnings that may be paid out to the Participant in Virtual games is 5,000,000.00 dinars.
The amount of the maximum payout is also valid when the Participant in guessing the results realizes a bonus on the winnings.
If several events with different limits on the maximum bet are part of the mix, then the amount of the maximum bet on this mix is determined as equal to the minimum value.
The amount of the maximum payout to the Participant per combination is determined by the limit for the league, sport or competition.
Article 31
The amount of the winning fund in betting is the sum of all winnings of Participants in betting where the amount of winnings and odds is determined when placing a bet and cannot be changed later.
Article 32
Payments for participation in betting are received through the Bookmaker’s website, and the Bookmaker reserves the right not to accept complete or partial betting (payment) at any time, without giving any special explanation.
SPORTS BETTING
Article 33
Betting participants fill in the bet slip (e-slip) via the Bookmaker’s website www.merkurxtip.rs, by marking sports and other events on which they bet with the signs referred to in Article 29 of these Rules, whereby players are obliged to adhere to the explanations published by the Bookmaker in the program of sports events for betting.
The Participant in the game is obliged to indicate for each betting the type of game and the codes of the events on which they bet. Otherwise, the bet is not valid, and the Bookmaker will not accept it.
Players are required to comply with the following rules in a sports betting game:
- Minimum bet slip payment
- Minimum payment per combination
- Maximum number of pairs per bet slip
- One pair cannot be played twice in the same combination
The Bookmaker reserves the right to change the conditions of the game by changing these Rules, with the consent of the Ministry of Finance.
By making a payment, the Participants receive an electronic notification of the paid electronic bet slip, which clearly defines all the elements of sports betting: coefficients, payment and eventual winnings.
If the Participant has paid for an electronic bet slip that does not meet the betting rules on any grounds, the Bookmaker has the right to declare such e-slip invalid and return the payment to the Player.
Article 34
Before the start of betting, the Bookmaker determines and announces the minimum conditions for payment and the number of sports events it offers for betting. The participants are obliged to respect the minimum and maximum number of sports events for each type of betting, as announced by the Bookmaker in the program of sports events for a specific betting round.
The participants themselves, at their choice, bet on certain sports matches or events that have been previously announced (with the appropriate coefficients) in the offer given by the Bookmaker.
The participants themselves determine the payment, the number of sports events on the electronic slip (it is important that one of the conditions for the minimum number of matches of a game, if any, is met), i.e. they determine the amount of eventual winnings, or winning coefficient.
Article 35
If there is any kind of irregularity that contradicts the above Articles, the Bookmaker reserves the right not to accept the betting of the Participant in the game at any time, in part or in full, without giving any special explanation.
After the payment has been made in accordance with these Rules, the Participant has no right to ask the Bookmaker to declare their bet slip (e-slip) invalid and return the money paid.
Article 36
The Participant is not allowed to bet on the same event more than once in one combination, unless the Bookmaker has explicitly approved it in its offer.
If in one combination the same event is marked more than once, contrary to the provisions of paragraph 1 of this Article, only the first marked event will be valid, while odds 1 (one) shall be valid for the repeated event.
In case of joint betting, the Bookmaker will declare such bet slips invalid and the payment made for those bet slips shall be returned to the Participant.
The Bookmaker will declare the bet invalid in any other case when the Participant acts contrary to these Rules and applicable laws and bylaws, as well as in case of obvious mistakes of the Bookmaker.
Article 37
The participants are required to make the payment in a timely manner. The deadline for receiving the betting payment is until the beginning of the first event on which the Participant bets, unless the Bookmaker has determined otherwise.
In the event that payment is made for bets on events that have already started or have already ended, due to a change in the start time or matches played in another time zone, such event will be declared invalid (odds 1.00 (one) shall be taken).
This does not apply to live betting..
In case of live betting, odds of 1.00 (one) are calculated for each payment made after the known result.
Article 38
After the end of all sporting and other events that were the subject of betting, the Bookmaker shall publish a report on the outcome of events included in the betting event program within 24 hours after the publication of official reports officially published by the Bookmaker of sporting or other competition (national or international association, league, cup, etc.) that are only relevant.
The result valid for betting is the one obtained in the regulation time of a match or competition, unless otherwise specified. Extra time and penalty shootout (penalties taken from 11 meters, 7 meters, free throws, etc.) are not included in the regulation time of a match or competition.
Subsequent changes in the outcome of another type (disqualification, subsequent decisions of the competition Bookmaker, etc.) will not be taken into account, unless the Bookmaker indicates otherwise.
The achieved result of sporting or other events is valid regardless of the place of play.
Article 39
In case of postponement of the event and if the event does not take place within 50 hours after the announced time, according to the local time at the venue, the odds of 1.00 (one) will be taken as valid for all games.
Article 40
The Bookmaker may stop betting due to circumstances that could not have been foreseen, avoided or eliminated or influenced by the Bookmaker and the Participant according to the procedure prescribed by the law.
In case of termination of the event at any time of play and failure to continue the event within 50 hours after the announced time, as per local time at the venue, all bets the outcome of which was realized by the moment of termination are declared valid. For bets, the outcome of which is not realized by the moment of termination, the odds of 1.00 (one) will be taken as valid.
Article 41
The Bookmaker reserves the right to declare certain matches, events, competitors or types of games invalid and to cancel them, as follows:
- if a possible error in terms of sporting event time and venue is determined for a certain match / event
- if wrong pair / competitor is found in the offer
- in the event that a certain match / event starts before the date and time stated in the offer, and there are bets that are paid after the actual start of such specific sporting event
In case of an invalid (canceled) sporting event due to the aforementioned reasons, when processing that specific sporting event, odds of 1.00 will be calculated for all types of games.
In addition, if a particular match / event is found to have a possible error regarding the odds published by the Bookmaker (i.e. odds that differ significantly from the country odds market or world odds exchange or inverse odds relative to the sporting event favorites) the types played with such odds are to be cancelled by the Bookmaker and calculation is to be made with the odds of 1.00.
Article 42
In case of circumstances referred to in Article 28, paragraph 1, item 10 of these Rules (Obvious error) or in case of doubt by the regulatory body of the competition organizer as regards the regularity of the event that is the subject of betting, the Bookmaker has the right to apply odds of 1.00 (one) to the payments received or to suspend the payout of winnings, until the regulatory body of the competition organizer provides its statement on the circumstances related to the validity of the event that was the subject of betting.
In the case referred to in paragraph 1 of this Article, the Bookmaker shall make a notice which will be published on its website, no later than 24 hours after the end of the event that was the subject of betting.
Any Participant not satisfied with the notice published on the Bookmaker’s website, has the right to submit a written complaint to the Bookmaker within 7 (seven) days after the date of publication of the notice.
Should the Bookmaker accept the above complaint of the Participant referred to in paragraph 3 of this Article, it shall pay the winnings to the Participant. Otherwise, it will issue a written notice of unfoundedness of their complaint within the next three days, leaving the Participant with an option to initiate a dispute before the competent court referred to in Article 74 of these Rules.
Article 43
The Bookmaker has the right to change the odds published before the start of payment.
The odds are valid for the Bookmaker and Participants at the time of payment (printed on the e-slip), except in case of an obvious error referred to in the previous Articles of these Rules.
The betting conditions (odds, coefficients, totals, restrictions on multiple bets, etc.) may be changed after each bet, whereby the conditions of previous bets shall remain unaffected.
Article 44
If the event being the subject of betting is played in a neutral field, the Bookmaker is not required to specify the exact venue in the list of events.
In case the match that is the subject of betting is played on a neutral field, the sign “1” refers to the first-named team in the betting list, while the sign “2” refers to the second-named team.
Article 45
In the event that with an invalid event the Participant meets the condition of a minimum number of events in a single combination, such combination is considered invalid and the amount of payment is returned to the Participant.
If the Participant fulfills the condition on the minimum number of events in a single combination even without an invalid event, such combination is valid, and the odds of 1.00 (one) are calculated for an invalid event.
Article 46
FOOTBALL – SPECIFIC RULES
Goals by leagues – a player guesses how many total goals will be scored in a certain number of matches within one football league. If one of the matches is postponed or canceled, it will be calculated that exactly two goals were scored in such match. If two or more of the matches are postponed or canceled, the entire game is declared invalid and the odds of 1.00 (one) will be calculated.
The result of a football match is always based on 90 minutes of play, including the time added by referee. Extra time or penalties after extra time (penalty shoot-out) will not be considered. This applies to all types of games (goals, corners, fouls, offsides, shots on goal, possession of the ball, yellow/red cards, shooters, etc.) unless otherwise stated.
The odds offer is adjusted to the duration of the match, all bets are valid only if the football match was played as standard 2×45 or 2×40 minutes (friendly matches, matches of junior categories, etc.). In all other cases, bets will be considered void and the odds will be 1.00 (one).
In case football match does not consist of two halves, all bets will be cancelled and the odds will be 1.00 (one).
The referee’s time compensation at the end of the first half counts as the 45th minute no matter how long it lasted.
The start of the second half counts as the start of the 46th minute, regardless of how long the first half lasted.
The referee’s time compensation at the end of the match counts as the 90th minute, no matter how long it actually lasted.
TENIS – SPECIFIČNA PRAVILA
In case the winner of the match is decided by “Super tie break”, tie break is considered as the third set.
Each “Tie Break” or “Super Tie Break” counts as one game.
In case the winner of the match that is the subject of betting is decided by “Super tie break”, the odds offer is adjusted to the format of the match and the Bookmaker is not obliged to specify in the betting offer the manner of playing the deciding set.
In case a tennis player surrenders a match before the start, the odds for all games are 1.00 (one).
In the event that a tennis player surrenders a match after the start of the match, all games the outcome of which has been realized until the moment of interruption are declared valid. For games the outcome of which has not been realized until the moment of interruption, the odds will be 1.00 (one).
In case of postponement of the match, for all open games the match is expected to continue unless the tournament or competition organizer decides to cancel the match completely (odds of 1.00 (one) after 50 hours are not calculated, but the match is expected to continue).
VOLLEYBALL – SPECIFIC RULES
In case the winner of the match is decided by the “Golden Set”, such set will not count for any game (points, sets, …).
BASEBALL – SPECIFIC RULES
In case of postponement of the match and if the match does not take place until the end of the calendar day it was announced for, the odds of 1.00 (one) are calculated for all games with that match.
In case of interruption of the match and if the match does not take place until the end of the calendar day it was announced for, all games the outcome of which was realized until the moment of interruption are declared valid. For games the outcome of which has not been realized, the odds will be 1.00 (one).
In the event that two matches of the same opponents are played during the same calendar day, betting always refers to the first match played.
AUTO AND MOTOR SPORTS (Moto GP, Formula 1, Rally) – SPECIFIC RULES
For a placement game, a bet is considered valid if the competitor to whom the bet relates appears at the starting position of the race, regardless of whether they will be able to start or not.
If the competitor does not appear at the starting position of the race, the odds of 1.00 (one) shall apply to all bets on the placement game for such competitor.
If the competitor does not participate in the last qualifying training, the odds of 1.00 (one) shall apply to all bets on them for the game – “Qualifying Winner”.
Duels::
- in case one competitor gives up during the race, the winner is the competitor who finishes the race;
- in case both competitors give up at the same time (joint collision or similar), the odds of 1.00 (one) shall apply;
- in case one or both competitors fail to appear at the starting position of the race for such duel, the odds of 1.00 (one) shall apply.
If the announced event (qualifying training or race) is postponed or interrupted and is not completed within 50 hours after the announced time, local time at the venue, the odds of 1.00 (one) shall apply to all games that have not been realized.
CYCLING – SPECIFIC RULES
For a placement, a bet is considered valid if the competitor to whom the bet relates starts in a race or competition.
The odds of 1.00 (one) shall apply only if the competitor fails to start in the race or competition.
MARTIAL ARTS – SPECIFIC RULES
In case of disqualification of one of the fighters before the start of the first round, the odds of 1.00 (one) shall apply to all games with that fight.
SKIING – SPECIFIC RULES
For a placement, a bet is considered valid if the competitor to whom the bet relates starts in the first race or first series of jumps.
The odds of 1.00 (one) shall apply only if the competitor fails to start in the first series of jumps or first race.
Duels:
- in case one competitor gives up during the race, the winner is the competitor who finishes the race;
- in the event that both competitors give up during the competition (regardless of the race or series of jumps), the odds of 1.00 (one) shall apply to such duel;
- in case one or both competitors fail to start in the first race or the first series of jumps, the odds of 1.00 (one) shall apply to such duel;
- in case of postponement and of the competition and if the competition does not take place or interruption and failure to continue the competition until the end of the calendar day such competition is announced for, the odds of 1.00 (one) shall apply to all games with that competition;
ATHLETICS – SPECIFIC RULES
For a placement, a bet is considered valid if the competitor to whom the bet relates starts in the race or competition.
The odds of 1.00 (one) shall apply only if the competitor fails to start in the race or competition.
Article 47
When selecting betting events, the Bookmaker may put games from different sports on the same betting list if these sports are similar (they have measurable results, e.g. the number of goals scored, number of points won, etc.).
LIVE BETTING
Article 48
Live betting is betting where the Participant bets on the outcome of a sporting or other event while the event is still in progress (live).
Live betting on all sports and games defined in these Rules is possible.
The live betting schedule is subject to change due to changes in the broadcast schedule.
Live betting may be interrupted during the match due to the inability to broadcast it or any other technical reasons.
All bets received up to the moment of the interruption of live betting are valid.
In case of live betting on all sports and events the following rule applies during the interruption: if the event is interrupted and does not continue within 48 hours, all bets the outcome of which was realized by the time of the interruption are declared valid. For bets the outcome of which was not realized until the moment of such interruption, the odds of 1.00 (one) shall apply.
Only the regulation time of the match is valid for all games, unless otherwise specified in the name of the game itself. Extra time games are labeled “(+ OT)” (example: “Final Outcome (+ OT)”). If the game also refers to the outcome after extra time, it is marked “(+ OT + P)”.
If for any reason the system accepts bets on matches and games that have already been decided, all such bets will be declared invalid and the amount of the payment will be returned to the Participant.
In case of obvious errors, the Bookmaker reserves the right to declare all bets invalid and return the amount of payment to the Participants.
OTHER EVENTS ELIGIBLE FOR BETTING
Article 49
In addition to the above sports under these Rules, the Bookmaker can offer other sports for betting (for example: Badminton, Beach Volleyball, Beach Soccer, Cricket, Carling, Darts, Boxing, Futsal, Golf, etc.) and non-sporting events (for example: politics, beauty pageant, Eurovision song, i.e. Eurovision Song Contest, etc.) as referred to in Article 6 of these Rules, provided that they have measurable results and that there is a clear source based on which it is possible to determine the result of such bet and that all betting requirements are met, as set out in these Rules.
For all these other sports and non-sporting events, the Bookmaker undertakes to publish the rules and requirements for participation in the game in a timely manner.
The Bookmaker may, at the suggestion of one of the Participants (betting on request), put an event from Articles 25 and 26 of these Rules on the betting list, which event is based on betting but was not offered by the Bookmaker, provided that the outcome of such bet can be measured and that there is a clear source based on which it is possible to determine the result of such bet and that other requirements for betting under these Rules are met.
ORGANIZED BETTING
Article 50
In case the Bookmaker receives multiple bets with identical or very similar events from several Participants within 24 hours, the Bookmaker reserves the right to cancel all such bets, even after they have been confirmed.
Furthermore, the Bookmaker reserves the right to reject or cancel any bets or a part thereof at any time, even after the bets have been confirmed, if the Bookmaker determines at their sole discretion that Participants have colluded or that there is a connection among their user accounts.
EVENT INTEGRITY
Article 51
The Bookmaker reserves the right to cancel any bets or a part thereof and to suspend the payout of winnings if the bets are related to an event offered the integrity of which may be compromised, i.e. in case of reasonable doubt of the regulatory body of the competition organizer that any third parties may have influenced the outcome of an event, thereby violating the provisions and official rules of such event, or if there is evidence indicative of any irregularities that have taken place during the event. In such cases, the stakes of individual bets shall be credited to the player’s gaming account.
VIRTUAL GAMES – Game Description
Article 52
Virtual games are computer-generated events or other uncertain events the outcome of which is determined by a random number generator. (RNG – Random number generator).
1 .LUCKY SIX (Lucky 6)
Lucky 6 is a computer-generated event the outcome of which is determined by a random number generator (RNG).
Lucky 6 is a game of chance in which the player is offered 48 numbers, 35 of which are drawn at random in one round. Each round lasts a maximum of 5 minutes and consists of announcement, counting down, visualizing the countdown, displaying odds and drawing numbers, as well as announcement of the results of the round.
There are 8 groups containing 6 numbers each. Each group is marked with a special color: red, green, blue, purple, brown, yellow, orange and black. The groups are organized as follows:
- Red group: 1, 9, 17, 25, 33, 41;
- Green group: 2, 10, 18, 26, 34, 42;
- Blue group: 3, 11, 19, 27, 35, 43;
- Purple group: 4, 12, 20, 28, 36, 44;
- Brown group: 5, 13, 21, 29, 37, 45;
- Yellow group: 6, 14, 22, 30, 38, 46;
- Orange group: 7, 15, 23, 31, 39, 47;
- Black group: 8, 16, 24, 32, 40, 48;
STANDARD BETS
6/48 bet (six out of forty-eight) offers 48 numbers (ranging from 1 to 48), with the player choosing 6 different numbers. Within one round, 35 numbers are drawn at random. If all the numbers chosen by the player are drawn within those 35 numbers, the player wins depending on the stakes and odds determined by the position of the last, sixth number drawn.

- Betting on numbers of the same color
The player bets on 6 numbers of the same color, which must be drawn in a single round. The odds are the same as in standard bet.
- Even /Odd in the first 5
The player bets on whether in the first five drawn numbers there will be more odd or even numbers. The odds of 1.80 shall apply to each choice.
- First Number Odd/Even
The player bets on whether the first drawn number will be odd or even. The odds of 1.80 shall apply to each choice.
- Sum of the first 5 ( -122.5+)
The player bets on whether the sum of the first 5 drawn numbers in one round will be higher or lower than 122.5. The odds of 1.80 shall apply to each choice.
- The first number over/under (-24.5+)
The player bets on whether the first drawn numbers will be over or under 24.5. The odds of 1.80 shall apply to each choice.
- First number color
The player bets on the color of the first drawn number in a round. The player chooses between one, two or four colors. The odds are as follows:
- If the player chooses one color, the odds of 7.20 shall apply
- If the player chooses two colors, the odds of 3.60 shall apply
- If the player chooses four colors, the odds of 1.80 shall apply
- Number in the first 5
The player bets in whether the chosen number will be drawn in the first 5 numbers. The odds of 8.00 shall apply.
SYSTEM BETS
In the system bets, the player can choose 7, 8, 9 or 10 numbers out of 48 offered, thus getting 6/7, 6/8, 6/9, 6/10 systems. In order to win the player must hit a minimum of 6 numbers out of all selected. The number of combinations by system is as follows:
- For 6/7 system, the number of combinations is 7.
- For 6/8 system, the number of combinations is 28.
- For 6/9 system, the number of combinations is 84.
- For 6/10 system, the number of combinations is 210.
In the system bet, the winnings are calculated in the following way: stake is divided by the number of combinations, and then the resulting amount is multiplied by odds.
If the player in the system bet wins bonus on one number, the odds of all winning combinations containing such number is multiplied by 1.20.
If the player hits the bonus on two numbers, the odds of all winning combinations containing such two numbers is multiplied by 4.00.
BONUS ROUND
The bonus round may appear periodically instead of the regular LUCKY SIX round. When the same happens, it is indicated by a special color on the product visualization (gold background). During the bonus round, all winnings are multiplied by the factor indicated on the screen during the draw period.
MINIMUM AND MAXIMUM AMOUNTS
The minimum amount of stake per bet, for standard and special bets is 20 dinars.
The maximum payment amount per bet is 5000 dinars.
The minimum payment amount for system bets is 2 dinars per combination.
BET SLIP CANCELLATION

CANCELLATION AND POSTPONEMENT OF THE ROUND
The Bookmaker is not responsible for any interruption or postponement of the round, which occurs due to unforeseen circumstances, the consequences of which may not be rectified.

METHOD AND TIME OF PAYOUT OF WINNINGS

Winnings are paid out by transferring funds to the user account of the Participant at the end of all events, based on the official results of the event published by the Bookmaker.
The winnings that are subject to taxation shall be treated by the Bookmaker in accordance with the regulations governing the taxation of winnings generated from games of chance.
Article 54
The amount of the winnings is equal to the value of the price of the combination multiplied by the product of all the odds for such combination.
Notwithstanding the method of determining the amount of winnings referred to in paragraph 1 of this Article, the amount of winnings may not exceed the maximum amount of winnings defined in Article 30 of these Rules.
Article 55
If the Bookmaker considers that there is an obvious error in its offer under Article 28, paragraph 1, item 10 in connection with Article 42 of these Rules, or in case of reasonable doubt of the regulatory body of the competition organizer that any third parties may have influenced the outcome of an event being the subject of betting, thereby violating the official rules of such event, or if there is evidence indicative of any irregularities that have taken place during the event, the Bookmaker reserves the right to suspend the payout of winnings until the regulatory body of the competition organizer provides its statement on the circumstances related to the validity of such betting event.
In the event of an obvious error in the offer, the Bookmaker reserves the right to declare all bets containing incorrect values invalid (odds 1.00 – one), even if the error is noticed after the end of the event.
Article 56
The Participant is entitled to file a complaint in writing to the Bookmaker within 7 (seven) days after the date the official report on the results of an event is published, if they believe the Bookmaker has failed to calculate the winnings properly.
If the Bookmaker determines that the complaint is substantiated, the Bookmaker shall cash out the winnings generated by the disputed bet within 30 days after the date the deadline referred to in the paragraph 1 of this Article has expired.
If the Bookmaker determines that the complaint is not substantiated, the Participant has the opportunity to initiate court proceedings to protect their rights.
Article 57
The right to cashout of winnings generated from betting expires within 60 days after the date the official report on the results of a sporting event is published.
Article 58
The Bookmaker keeps records of Participants in betting who have made a profit in the manner prescribed by the Minister of Finance, or other competent authority.

Blackjack is a virtual game that uses a random number generator.
The goal of the game is to reach a score of 21 or as close to 21 as possible. If a player exceeds a score of 21, they lose.
Before dealing, each player has to place a bet in chips. Then each player is dealt two cards face up, and the croupier takes one card face up and one card face down.
“Face cards” (jack (J), queen (Q) and king (K)) all have a value of 10. An ace (A) counts as 1 or 11 points. If a player stands, a hand containing one or more Aces is considered to have the highest possible value without exceeding 21. Other cards carry value depending on its numbering.
After dealing the first two cards, on their turn each player has a chance to improve their score: to take a card from the dealer (HIT) or to end their turn (STAND).
Double (double wager) – After the first two cards are dealt, you have the option of a “double down”, which means that the initial bet is doubled and you get exactly one card on that hand. In case of splitting cards, this option is not possible.
Split (splitting cards) – If a player receives two cards that are the same, they may separate them into two hands (sub hands), so that the player wagers the same amount they have bet initially. If you split your “hand”, the other card is dealt automatically for both “sub hands” after the splitting and you have the option to stand or take one or more cards to improve the score.
Surrender – If a player decides to give up the game after dealing, the croupier takes away a half-bet.
Blackjack – If a player is initially dealt an ace and a face card (10, J, Q or K), they win the hand automatically and they are paid 3/2 of the wager.
Insurance – If the dealer’s first card is an Ace, the player can insure themself by investing half of their initial stake. If the dealer draws Blackjack, insurance is paid to the player in a ratio of 2:1. If the dealer doesn’t get Blackjack, you lose insurance. You can also get insurance if you get Blackjack.
If the player exceeds 21, this is called a “bust” and they automatically lose the bet; if not, the player’s bet remains in play. If the player’s starting total (with two cards) is 21, it is called Blackjack. When the player has Blackjack, it is not possible to take another card. If there is no possibility that the dealer also has Blackjack (i.e. has no face card, Ten or Ace), then the player automatically wins the bet and is paid 3 to 2. If there is a possibility that the dealer also has Blackjack, the player’s bet will be settled after the dealer’s final card.
After all the players have played, the dealer turns over the hidden card, then stands or hits/draws in accordance with the house policy. The dealer draws new cards as long as they have 16 or less. If the dealer exceeds the sum of 21, they lose, and all bets in play at that time are winning.
If the dealer stays in the game with a score lower than 21, the score of each player is compared to the dealer’s. If they reach a score of 18 to 21, they stop and the other players compare their score with the dealer’s. Should the player’s score be closer to 21 than the dealer’s, the player wins. If the dealer has a score closer to 21, the player loses. If the score is the same, it means that the game ends in a draw and no one wins. When all bets are over, the dealer announces the start of the next round.
TEXAS HOLD’EM POKER – Game Description
Article 62
Texas Hold’em Poker is a virtual game based on a random number generator.
Texas Hold’em Poker is played with a standard deck of 52 cards. There is a dealer button, a marker that is moved clockwise around the table and it indicates the player who is dealing in any given hand (if no house dealer is present), and the player who is required to make a forced bet.
There are two forced bets in Texas Hold’em and they are known as blinds. The game starts when two players to the left of the dealer button place forced bets, i.e. small and big blind before the cards are dealt. The big blind is twice the amount of small blind.
When bets are placed, each player receives two cards face down, so that only the player who is dealt the cards can see them. The goal is to make the best combination possible with the two cards that a player holds with the five community cards dealt during the game. This refers to the best combination of five cards as in the regular poker, which means that out of seven cards (2 hole cards and 5 community cards) each player is supposed to make the best combination of five cards, disregarding the extra two cards that are not part of the combination. This means that at the showdown, your hand may consist of:
- Player’s 2 hole cards and 3 community cards
- Player’s 1 hole card and 4 community cards
- 5 community cards
The player who makes the best combination is the winner and wins the POT. The pot is the sum of all bets made during one hand.
When all players are dealt two cards each, the first betting round begins. The first to act is the player to the left of the big blind. The player, as everyone else at the table, has three options:
- to match the highest bet (in this case the big blind) – call
- to increase the previous high bet – raise
- to drop out of the hand and return the cards to the dealer – fold
When the cards are returned to the dealer they are put aside and may not be used in that hand.
All players that follow have the same options, but if a player has raised the big blind, the next one can raise it more, which means they can increase the bet played by the previous player. Similarly, if a player raises the bet, the one that follows will either have to match the bet and/or increase it.
After the first betting round is complete, the dealer burns a card that is on the top of the deck faced down, and it will not be used in that hand, upon which they deal three face-up community cards. These cards make up FLOP.
The second betting round, as well as any subsequent round, begins from the player to the left of the dealer button. If the player has folded before the flop is dealt, the next player is asked and so on. Now the players have the fourth option alongside the three options described above, which is to check. This means that a player stays in the hand but does not bet, which is possible only if no one before them has raised in the second round.
Once a player raises the bet, others may match the bet (call), raise the previous high bet (re-raise) or if they believe they cannot make a good combination out of hole cards and the 3 community cards (or it is not worth waiting for the additional two cards to be dealt by the dealer), they can abandon the hand (fold).
Thus, at the end of each betting round, all players must put the same amount of money in the pot, with an exception of players who go all-in (betting all chips), when dealer makes a Side Pot which limits the pot that can be won by a player who does not have enough chips for the hand to continue regularly. The Main Pot remains alongside the Side Pot and the players who continue play in the same hand compete for it.
When the second betting round is complete, the dealer burns another card and adds the fourth card to the flop, so that there are 4 community cards on the table that the players may use to make their combinations.
The third betting round begins after the fourth card or the turn has been dealt and the new round starts. The betting in this round is the same as in the previous round.
After the third betting round, another card is burned and the fifth card is added to the turn, so that there are 5 community cards on the table that the players may use to make their best combination (including the two hole cards in their hands).
The same rules apply as those in the previous two rounds. A showdown occurs after this round and all the players who remain must show their cards, and the player with the best combination is awarded the pot.
The list of hands by rank is as follows:
- Royal Flush – 5 high-rank cards of sequential rank, all of the same suit (from A to 10)
- Straight Flush – 5 lower-rank cards of sequential rank, all of the same suit
- Poker – four of a kind
- Full House – a pair of cards of the same rank and 3 cards of the same rank
- Flush (suit) – 5 random cards, all of the same suit
- Straight – 5 cards of sequential rank, not all of the same suit
- Three of a kind
- Two pair – two pairs of 2 cards of the same rank
- Pair – 2 cards of the same rank
- High Card – if none of the players have any of the combinations listed above, the highest-rank card will decide the hand and the pot is awarded to the player who has it. If two players have the high card of the same rank, they split the pot.
BACCARAT – Game Description
Article 63
Baccarat is a virtual game based on a random number generator.
Baccarat is played with a standard deck of 52 cards. Before receiving the cards, the player places their bet (blindly), and then the player and the dealer receive two cards each in the first round of the draw. The obtained cards are evaluated by Baccarat scoring system, after which the winner is checked. The goal of the game is to reach the best possible 9 points.
After looking at their cards, if the number of points won is 0-5, the player must draw the third card, otherwise they have the opportunity to draw a new card (if someone got 8 or 9 points at the start, the third card will not be drawn) or they can keep originally obtained cards and see which cards the dealer received, i.e. who received the higher score.
In the Baccarat game, a player bets blindly and can place a bet on:
- their hand (Punto)
- dealer’s hand (Banco)
- draw
The best hand (closest to number 9) brings the victory, which is determined in relation to the Baccarat card scoring system:
- Ace – 1 point
- King – 0 points
- Queen – 0 points
- Jack – 0 points
- Ten – 0 points
- Nine – 9 pointsa
- Eight – 8 points
- Seven – 7 points
- Six – 6 points
- Five – 5 points
- Four – 4 points
- Three – 3 points
- Two – 2 points
The points that carry the obtained two cards are added up, which gives the total value of the hand. The ideal option is to get a sum of 9 points, and if the sum of points of two cards exceeds the number 9, i.e. becomes two-digit, the number on the right side of the two-digit number is taken as the number of points (e.g. the sum is 15 – the number of points is 5).
EXAMPLE 1 – You were given a four (4) and a queen (0). The sum of 4 + 0 = 4, which means that your hand is worth 4 points.
EXAMPLE 2 – You were given a seven (7) and a nine (9). The sum of 7 + 9 = 16, which means that your hand is worth that second number in a two-digit number, i.e. 6 points.
ARTIFICIAL INTELLIGENCE
Article 64
The Participant is strictly prohibited from employing any means of artificial intelligence while using the registered user account in interactive communication channels.
TRADE SECRET
Article 65
Employees are obliged to keep the following information as a trade secret:
- 1. data on the Participants (number of visits, players, money spent or received, etc.);
- 2. data on the financial result of the Bookmaker’s business;
- 3. data on employees with the Bookmaker.
The Bookmaker may disclose the data referred to in paragraph 1 of this Article to third parties only in a manner determined by law.
PARTICIPANT PERSONAL DATA PROTECTION
Article 66
The Bookmaker shall collect, process and store personal data on participants and their user accounts solely for the purpose of fulfillment of its obligations prescribed by the law. The Bookmaker shall keep confidential such data and handle them in accordance with the applicable legal regulations, specifically as provided under the Law on Protection of Personal Data (“Official Gazette of the RS”, No. 87/2018 ) and these Rules.
At the request of the Bookmaker, the Participant shall produce an identity document for the purpose of identification or to ensure that the player is of full age in accordance with applicable regulations.
Pursuant to any applicable regulation, the Bookmaker reserves the right to reveal personal data or the information of a specific user account if required by the government authorities, institutions or other regulatory bodies.
The Bookmaker shall continuously take necessary steps to protect personal data from any abuse, destruction, loss, unauthorized change or access. The Bookmaker uses security measures to protect the information provided by the Participant from unauthorized access or use. However, despite this, the Participant accepts the fact that transactions via the Internet are never completely confidential or secure.
Article 67
The Participant shall keep their password secret as it is known exclusively to the Participant, and it is unknown and unavailable to the Bookmaker, so the Participant fully bears the risk of its potential abuse.
PREVENTION OF MONEY LAUNDERING AND THE FINANCING OF TERRORISM
Article 68
The Bookmaker will, in accordance with the regulations and its internal acts, implement actions, measures and procedures in order to prevent money laundering and financing of terrorism within the scope of its work.
The Participant is obliged to provide the Bookmaker in accordance with Article 5 of these Rules, any required information for keeping the prescribed records of transactions (payments and withdrawals), in the amount specified in the applicable Law on Prevention of Money Laundering and Financing of Terrorism.
The Bookmaker is obliged to keep the data referred to in paragraph 2 of this Article confidential and may not disclose them to any client or third party.
PROHIBITION FOR EMPLOYEES WITH THE BOOKMAKER
Article 69
Employees of the Bookmaker are prohibited from participating in games of chance through the means of electronic communication organized by the Bookmaker.
An employee who does not comply with the provisions of this Article, commits a breach of work duty or non-compliance with work discipline, due to which their employment contract may be terminated.
OBLIGATIONS RELATED TO THE USE OF THE SITE
Article 70
By participating in games of chance through the means of electronic communication and using this Site, the Participant undertakes: to use this Site and its services for the purposes approved by the Rules on organizing games of chance through the means of electronic communication; not to create or use any false identity on this Site; not to disseminate false information or illegal information; not to attempt to access the Site without authorization; not to use the Site for illegal purposes or in a way that could damage the reputation of the Bookmaker (or third parties); not to reproduce the content or parts of the content of the Site on any media without the permission of the Bookmaker; to comply with all tax obligations; not to allow any third party to use their account, nor to use payment methods or a user account of any third party or another user, even with the consent of the same; to respond to any request made by the Bookmaker regarding their account and to forward to the Bookmaker any document or evidence that they deem useful regarding their age, bank details, realized deposits, etc.
INTELLECTUAL PROPERTY
Article 71
The Participant declares that they are aware that the Bookmaker is the owner or user of intellectual property rights related to all trademarks, all company names, symbols, trade names, domain names or URLs, logos, photographs, databases, audio, video clips, animation, image, text, etc. or any other features, as well as software and games presented on the site.
FINAL PROVISIONS
Article 72

In case of complaints related to games or the payment of winnings, the Participant can send a special email to: [email protected].
Complaints must be filed no later than 5 days after the event giving rise to such complaint, otherwise the complaint will not be upheld.
Article 73
These Rules will be posted on the Bookmaker’s website www.merkurxtip.rs, thus becoming published and available to all Participants in games of chance through the means of electronic communication with this Bookmaker.
Article 74
In the event of any dispute between the Participant and the Bookmaker that cannot be resolved amicably, they shall submit to the competence of the relevant Court in Novi Sad.
Article 75
These Rules shall enter into force on the day of obtaining the consent from the Minister of Finance, and shall apply as of the day of their publication on the Bookmaker’s website.
